| Description | RATE RUNNING CONTRACT FOR PROVISION OF ILLUMINATION / LIGHTING DECORATION ARRANGEMENT ON PAKISTAN GAZETTEE DAYS I.E. KASHMIR SOLIDATIRY DAY, PAKISTAN DAY PARADE, 14TH AUGUST, DEFENSE DAY, BLACK DAY ETC AND HEAD OF STATE VVIP DELEGATIONS VISIT TO PAKISTAN Directorate of Municipal Administration MCI intends to carry out Rate Running Contract for Route Decoration on National Events / VVIP delegation visits etc for the period of One Year extendable on satisfactory performance as per following eligibility criteria of Terms and Condition as per PPRA Rules. The rates for the subject items in sealed envelope shall be submit to Director Municipal Administration on with in fifteen (15) days form publication of Notice. Terms & Conditions:- 1. Tender documents can be obtained on nonrefundable cash payment of Rs.5000/- (per set) from the office of Deputy Director Municipal Administration, MCI. 2. Applications for issuance of tender documents will be received from 11-03-2024 and tender documents will be issued upto 15-03-2024. No tender document will be issued after 19-03-2024 being extreme urgency. 3. The owner of the firm should submit the application and collect the tender by himself. In case of authorized person, authority letter (regarding the particular work) in favor of the person deputed on the letter pad of the firm in required along with copy of CNIC subject to verification from the original CNIC. 4. Bids must reach the office of the Director Municipal Administration MCI before 1100 hours on dated 21-03-2024 and will be opened on the same day at 1230 hours. 5. The contractor/ firm will have to submit their experience certificates of completed works of similar nature along with actual list of technical employees while submitting application otherwise tender will not be issued. 6. Interesting bidders furnish earnest money 2% of Bid Value. The Earnest Money will be in the form of Demand Draft/Pay order in favour of Drawing & Disbursing Officer DMA, MCI. Earnest money in shape of cheque shall not be accepted. Tenders without Earnest Money will not be considered. Earnest Money of the 2nd lowest renderer would be refunded within the validity period of their offer or on signing the Contract Agreement with the successful bidder whichever occurs first. 7. Successful Tenderer will deposit security in the form of Call Deposit in favour of Drawing & Disbursing Officer DMA, MCI, @ 2% of the total value of the contract estimated annually at the time of signing the contract which will be refundable to the contractor subject to fulfillment of following conditions:- 8. Conducting the Audit of the contractual period by Govt. Auditors (for relevant fiscal year) and clearance certificate from Drawing & Disbursing Officer DMA, MCI that there is no Audit objection, Draft Para, Advance Para, Printed Para against the contractor. In case of failure the amount of security deposit will not be released unless the audit objection is settled. 9. Power of attorney duly registered in respective court for the each work/works. 10. That the attorney holder may not be the employee of any Government/semi-Government institute. 11. Tender should be received and open by the Director Municipal Administration, MCI as per schedule given above. CDA/MCI may reject all bids or proposals at any time prior to the acceptance of bid or proposal as per PPRA rules. In case of any Gazetted/ occasional Holidays, the tenders will be opened on the next working day. 12. The quotation / rates should be on Company letter Pad. 13. Only those companies / firms are eligible which are registered under relevant laws with the concerned registration and taxation authorities. 14. The companies / firms should not be defaulter of any Government department including MCI / CDA and FBR etc. 15. The companies / firms should possess valid NTN. 16. The owner of the company / firm or any member of the company / Board of Director has no history of financial default as well as any criminal history of conflict of interest. 17. The eligibility criteria of the firms with the relevant experience i.e at least 03 Nos of work orders in last two financial years may be attached with the application. 18. Tender will be issued to only those firms who will provide company profile along with the attested copies of the following and showed the original at the time of issuance of tender: - a) Earnest money in shape of call deposit should be generated only from specific firm?s account and in the name of firm. b) NTN & Active GST having appropriate Category for the work c) Active Tax Payer Certificate. d) Non relationship certificate e) Affidavit for not black list from any Govt. Department on stamp paper. f) Affidavit on stamp paper that bidder will comply with the BOQ and instructions issued by the CDA/MCI. g) The tender document shall only be issued to the owner of firms or legitimate attorney holder, if the contractor or his legitimate attorney holder does not sign the tender opening register; their call deposit will be liable forfeited. h) That only legitimate attorney holder may be allowed to get tender documents. i) Bid Security/ Earnest Money shall be accompanied with the request in the shape of Deposit at Call (CDR) clearly indicting the Name of Firm issued by local schedule bank in favor of DDO/DMA/MCI, Cash/cheque or open CDR without indicating Name of firm WILL NOT be accepted and no application without Bid Security/ Earnest Money will be accepted for issuance of tender. Bank certificate to the effect that CDR made from the firm account must be attached. j) The bid security of all bidders would be deposited in the DDO/DMA/MCI bank account and same may be returned after the acceptance of the contract with the successful bidders. k) Satisfactory performance certificate must be submitted by the bidder. l) All valid documents should be presented in original at the time of submission of application. 19. Tender notice can be viewed both on CDA/MCI website www cda gov.pk, PPRA website www.ppra.org.pk whereas tender notice can also be downloaded from CDA website. 20. Security clearance of the firm is mandatory. The security clearance shall taken from Special Branch through CDA/MCI Authorities that should include security clearance of representative, official staff etc. Without security clearance the firm shall not be allowed to participate in the tender.
